A large simple roof plane feeding a 5-inch trough with a single 2x3 downspout at the end is a run that will overflow in the first serious storm of the season, every season, regardless of how clean it is.

Newer lots also tend to be tight, with short distances from slab to lot line and neighbouring houses close by. That pushes drainage toward buried solid pipe running to a pop-up emitter rather than surface extensions, both because there is nowhere useful for a splash block to send water and because a concentrated discharge in sandy soil will cut a channel through a young lawn quickly.
